English is required study at the high school level in Japan, but most don’t become proficient. Kind of like foreign language classes in the US. Those who take an interest can study further on the university level where it’s taken more seriously.

From speaking to people who have been there, most people in Japan speak english. (Some may choose to not admit it.)

Also, if I’m not mistaken, many Japanese colleges require 2 extra language credits to graduate. English can be one of them.

Tokyo is actually a very cosmopolitan city. It’s not surprising AT ALL that there would be a German Bier Garten in Tokyo.
You can get acceptable haggis in Tokyo (for certain values of “acceptable” that can be applied to haggis) as well as Greek and Indian food.
My version of “acceptable” would be closer to authentic than what you can get here in the States.
On the other hand you can find lots of authentic McD, KFC, you name it here in germany.
