Women — especially SHORT women — have difficulty finding a properly fitting bicycle. The two usual solutions are a top tube that slopes up, or a 24″ front wheel, like you find on Terry bicycles.
My wife’s bike actually has both. It’s an adolescent’s all-terrain bicycle with 24″ wheels.
I never understood why girls’ bikes have a bar that dips down below the seat but guys’ bikes have one that goes straight across so we end up hitting ourselves between the legs.
Just so. Wearing skirts on a bike doesn’t happen often in this day and age though.
And the “male” design is sturdier and better-braced for riding over rough terrain or stunts.
Many is the guy, who has questioned this bicycle design, right after their foot slipt off the pedal, and they spent 10-15 tear-filled minutes curled up on the ground, wondering if they’d ever become a father… 😛

College?? It looks more like it was her bike when she was 10!
Yes, and it’s still of an appropriate size for her height. ^_^
I think she was in her early `teens when she started College.
Awww It’s adorable!

… It’s pink. It’s so pink, that, in fact, not even in being a black’n’white cartoon can hide that!
