      I think that’s a bit unfair. She was EXTREMELY vague and nonspecific when she was encouraging him before, and said nothing to indicate her own interest in him. Directness and honesty would most likely have avoided this situation completely.

    Shelly doesn’t get that guys are going to do their own interpretations of vague statements. Say what you mean, or have another meaning imposed onto your non-specific words.
