Yes, extremely manipulative. But in her defense she does know that her daughter needs to socialize. I can picture this beomg done by Katherine, Tina, Nudge and Phix. All with the best intentions of course.
The past tense references could just be in reference to conversations in the past. I doubt they still have conversations like that now that Cas is all grown up.
