It all depends on what caliber it is. She probably wouldn’t want to shoot .44 or .357 magnum, but a .44 magnum revolver might not be a bad choice as in addition to .44 Magnum it can also shoot .44 Special, .44 Russian, .44 Colt and .44 Bulldog, giving her a wide choice of power and recoil.
The advantage of using a .44 Magnum revolver and loading it with a lighter cartridge like the .44 Special is that the magnum revolver is a large and heavy lump of metal that will soak up more of the recoil than a revolver designed to shoot the lighter cartridge. So a .44 Mag loaded with .44 Special will be a sweet shooter and yet sling a large lump of lead at respectable velocity.
Her permit is the 2nd Amendment.
Keep in mind that ALL government employees are legally bound by Oath of Office to uphold it as it’s written, not how they want to see it.

They will shoot her and make up a story about it later for the report, and their good buddies in the news services will tell it however they’ve been told to tell it. And if someone got it on video with a cameraphone, their other close-knit buddies in the justice system will play extremely fast and loose with whatever you hope “legally bound” was supposed to mean.
