The odds are that Tina looks more or less “normal” to most people.
At this point in the strip, Monica hasn’t learned much about Tina, and also hasn’t developed her own abilities and perceptions much. So … Tina (as seen through Monica’s eyes at this point in time) looks fairly normal. Later on, as Monica learns more, Tina is presented as more unusual looking.
There’s also some artistic license going on here, Paul may or may not have figured out where he was going with either character at this point.

I get the feeling that Tina was one of the last characters that Paul “figured out.”
I think it’s a case of Tina not yet having told Paul how to develop and draw her.
