Given the variety of biology (if that even applies) and aging speed of paras, there is no way they can have a universal age limit for ethanol consumption.
As for their age, they do have senior students over 18 like Hiroshi and Mindy.
Yes, Castela (17) and Shawna (20) are both legal to drink liquor as paras. =) They just chose the all ages room as there are more folks there closer to their age.
