Considering that souls are already confirmed to exist in this comic’s universe (The golem girls are human souls attached to artificial bodies, and Catherine has multiple souls.), the existence of disembodied souls isn’t surprising.
I’m going with the general “That ghost looks an awful lot like an older Timmy” reaction. An ancestor of his, perhaps? An older brother that he hasn’t mentioned or didn’t know about?
Or, simply, artistic-limitations (not putting Paul down, just artists tend to have a ‘style’ and most of their characters look similar unless specifically different)
