I think it has more to do with emotional distress. Before, it’d happen when upset in a significant way. In this case, it’s less of an emotional distress and more of trying to sort through things. While that can be upsetting (introspection’s not always a kind process), it’s a catharsis more often than not. Especially when you’re not used to doing it.
Don’t really think it’s distress or uncertainty. Cas used to stutter constantly as a kid, and we know how carefree she was. It’s just a verbal trait in some people that when they get worked up a little that the old trait will show back up. Many people with verbal issues have to constantly keep them in check or slip back into them by accident.
Maybe she knows now she wasn’t interested in Timothy that way, but it sure looked like it was trending that way. Who knows how it would’a worked if Scarlet hadn’t made her move?
Like she said (and personally been saying for awhile), she simply craved the attention, and the fact no matter how she treated him, he kept coming back
I used to do this to people all the time, I was abused as child so I think I tested people to see if they were real…wasn’t a conscious thing…i just couldn’t trust anyone to get that close to me.
It ruined a lot of relationships…i even torpedoed one or two intentionally as an adult because of fear.

Could be she’s listening to what she’s saying AS she’s saying it. Feedback is what causes much of stuttering. [At least in humans.]
That is from insecurity and uncertainty about what she’s saying. And as a stammerer, I know it’d happen in a situation like this.
Perhaps as a plant, she HAS to listen to herself in order to produce meaningful sounds?
