We have seen some of how that works, with the twins, but I suspect it depends on the capabilities of the species in question. Some might have a ton of freedom in shapeshifting as they please, others have a predefined human form.
Take Atsali and Castella for instance. Atsali I think has a predefined human form, with several other forms available. Castella seems more like she doesn’t even have a humanoid form by default, so could make hers look how she wants.
