I can’t get past the idea that Scarlet and Timothy is childhood friends, and that having grown up together he sees her as a friend while she’s fixated on the idea that they were destined to pair up. That would explain why she feels it’s her right to try to monopolize him, aggressively if needed, and why he doesn’t put up more of a fight as he’s used to her being a bit bossy.
I might be way off, but I’m not about to hate on Scarlet without knowing more about her than that she’s fixated on Timothy and has a problem with recognizing personal boundaries where he is concerned.
So, Tim is a knob, and personally don’t like him: regardless of his feelings, Scarlet asked him first, the least he could have done was turn her down before asking Castela
Except it was phrased as a statement, not a question: “I just wanted to say that I think that I would make an excellent study buddy, if you ever want me — er, one!”
Because it’s a statement instead of a question, there’s nothing to turn down. If he wanted to take her up on the offer, he could opt in, but it’s not like she went “do you want to be study buddies y/n?”
I will admit, it would have been more polite to actively turn her down, but given how she verbally trampled over him in the first two panels of http://wapsisquare.com/comic/eager-study-buddy/ his response is more along the lines of “here’s the question I had before you decided to talk over me.”
ther’es also the face she was probably rambling more than enough to trigger “yeah, uh huh” mode… ie, whatever she said went over his head. Likely because he was specifically looking for Castela.
