It isn’t ‘like’ being tortured by a group then blowing up the city. It is being tortured by a group then blowing up the continent. Your scale was a little low.
i think they were still vessels or weapons at that time. it seems that only recently have they been able to control their power and make their own decisions.
its just like fighting dogs. they are abused and terrorized since birth to fight. you can’t hold that against the dog, only against those that made it that way. and, with time, compassion and understanding, some can be rehabilitated. same for the girls, they are in rehab right now, and seem to be making excellent progress…
The plan was to brutalized the women into a weapon. Which worked except for the detail of loosing control of said weapon. The innocents who were collateral victims would possibly (probably?) been victimized by the sick bastards responsible for creating the Chimera in the first place. There is nothing to suggest they had anything but base motives for create such a thing.
I often think this comic story is actually a history lesson… namely – Atlantis. The actual real Atlantis over it’s many thousands of years of existence..
