Not necessarily rude, but awkward. The one place I recall having tipped anyone is in a Ryokan and there is quite a little song and dance to do before the staff assigned to your room accepts.

Wage is being paid by the hour, for your time as much as anything you’re doing. Salary is being paid by the month, with more emphasis on getting your assigned work completed, as opposed to how productive you are in each hour.
Of course, Atsali is getting more experience in dealing with the social context of facial expressions & such. The fact that most everyone is drunk such social clues tend to fall into a few limited categories, making them more similar.
